These sounds are said to have magical powers over spiritual beings or Kami. They are able to conjure Kami, Tsukimono, Ghosts, and Shikigami. Each sounds emotion is defined to each person so you are able to make mantras involving sounds of that personal intent. Or create made up words and sounds using that Japanese Hiragana.
For example, I want to conjure a spirit for divination. I would use the sounds "Do, To, and Wen" therefore because of o their associations with the sound of water or dripping water into a pool. Dripping water into a pool reminds me of someone looking into the ripples of the water in the pool for omens or inspirations.
Using sounds as mantras that place you into a trance to allow your higher self of consciousness to take over is a very useful tool. Kotodama is that same as using spells but much simpler in intent.
