Because human bones are not made for it. Birds have special type of bones, much lighter ones, that are way more breakable than an average, walking-mammal bone.
Ask the person if he'll get a broken bone if you punch him. If he doesn't, is because he definitely cannot fly and doesn't has wings.
If he needs proofs, tell him to take any bird bone and check over it. They have pores inside ;)

Consider that some of the largest eagles, which also possess hollow bones, have six foot wing spans. This would mean the average human being would have to develop wings sweeping 12+ foot in length. Then they would also have to develop the muscle structure to support this wings, and allow them to "flap" in such a manner as to lift 100-200lbs off the ground, depending on the size of this individual.
Genetically, there is nothing within cells of the human body that calls for anything remotely resembling wings. So the structure of the body would have to be rewritten at a cellular level - rather more at a genetic level, at that. Best case scenario, were this possible, you'd develop ugly skin-coated wings stretched tight over a bone structure that has a blotchy, vein-ridden surface resembling one's natural skin tone.
Fairy wings? Somehow you'd have to develop the ability to create material like that of an insect. As you are a mammal, good luck somehow developing organs capable of supporting such structures while coexisting with your mammalian body.
Angel wings? You'd have to again, somehow, develop the genetic capability to produce feathers - and somehow isolate them only to your wings. To what purpose, I don't know, as with the rest of the body being human they wouldn't do much for you but produce drag and make you work harder to fly - they work for birds because birds are shaped in a certain way and have them over their entire body.
So, more or less, you'd have to entirely rewrite the genetic code of the human body in a manner that doesn't begin to coincide with the way that it evolved, just to grow the wings. And even at that you're likely to end up with leathery wings that are rather hideous to behold. Most likely, they won't even work, so they'd just be wretchedly ugly ornaments on your back unless you develop some unsightly muscle mass and bone structure that would allow you to use them effectively - thereby rending yourself into a mutated freak out of a bad sci-fi movie.
If he is saying that he has "energetic" wings, maybe. The energies of the aura could appear as wings, especially if the thought form shaping them is strong enough.
If he is saying he has actual, physical wings... As my sniper instructor once said, "You can't fix stupid!" People are going to say bad things about me for saying that, but that's ok. He wants to be cool and differnt, and he is telling you a fib. Or, have him post a pic to prove it. A face pic, with his wings spread, showing a picture ID. If he does that... Find out why he's not on TV earning mega$!
The hollow bones part is only one aspect. It takes a lot of energy to fly. In order to fly they have to have a digestive track that is very different than a humans so they could process energy quick enough. Plus the muscle to weight ratio in a human is entirely different. To add onto that the wingspan on a human in order to propell someone into the air is much to long to be kept under ones shirt
