I understand the point of wanting them merged, but I think it would cause a lot of trouble.

There are many ways to teach one thing. If you merge the covens togther and decide who is in charged based on expereince or knowledge of the subject, you are limiting the teaching of that subject(s) to the opinion and ways of one person.

We all have opinions on which way is best or right, but when it comes down to it, I think having the options to learn in different ways is a benefit, not a hinderance.

Irrelevant; the council is there only to help with spells, help the leaders with decisions, and maintaining forum/member order.

They have no say with what other covens do.

No, what I mean is, take the priests and priestesses and make them the council members, then choose two on some criteria predetermined by the moderators, or Petrarca, and make them the actual priests. And the Council could present alternative teachings.

That would cause great dismay among ex-leaders and members that they are no longer being administrated by those they originally chose.

Which is why after creating so many covens, and then fusing them would be a rather bad idea.
Not only that but keep in mind what Nevermore said... variety on work ethic and method.
