IS it cheating?

i don't think it's cheating. casting a spell to pass a test, or do well in a competition just increases their chances [at the very least gives them confidence] the person still has to practice/study if they wish to succeed. the spell just helps them out.

The test rules don't say "no spellcasting," so it is not cheating.

I wont call it cheating .because i used some like that during my high school day.i encanted my pen

If you enchant your pen or pencil during exams, is that cheating?
