You're definitely not in any position to lead Vampiric Elegance, which I believe is where you are heading with this, as you've done this countless times before under different names regarding the coven Black Cross. Personally, you seem power hungry, and you seem to want only to join a coven if it benefits you in some way.
If Pet wants to do something about the inactive covens then he will, until then the members/leaders can do what they can for the coven and its activity.
There were rules in place when creating the covens.

Maybe if you do not know the meaning of these words you should be banned from the site? LOL. Who decides what is and is not real? There are no such rules enforced on this website, as I see a lot of nonsense, even from long time members, on this site. I don't recall seeing a coven deleted because of the 13 member rule though.

Who decides who is acceptable or capable of teaching? Can anyone say "this website is being taken a bit too seriously, what with all the rules".
A coven Priest or Priestess also has the option to ask Pet to delete the coven. This happened a few times and can be done today. Ultimately, it's up to Pet whether or not to do it.

I am curious, who are the people on this site that own and run the current covens? Not just the owners, but those who are involved in the daily operations? A good question I think, and possible an illuminating one. Who out there has a hand in running these "covens"?
the covens are autonomous. the site owner and moderators do not interfere with them unless it gets completely out of control. now, go away. ruin someone elses site.
Whoa, talk about a very negative and rather personal assault. I am sure that that must break this forums rules. Very out of line response for a simple question. If you feel it is justified because you didn't like my question, I would say think again. I think this more than anything else shows how the rules on some sites do not apply to everyone, and how, if you feel you have a majority consensus, you can do whatever you like, despite the rules. Shameful really.
The rules apply to me, don't be fooled. Apparently, though, I'm the only one who sees what you are and calls you on it.
