Objects that are warmer/hotter have more energy, therefore, if we add or take energy, we can cause water to change into steam or ice, the latter of which is easier. Anyone who has a good knowledge of science can connect the dots.
Gasp! Now, connect it to magick and how a person gets ice powers or manipulates energy without using an outside force to influence them and i may be impressed.

I know a really easy way to control ice!! Put some water into a cube tray in your freezer. When it is frozen take it out and you can cool drinks with it, or use it for injuries. If you add orange or lemon juice to it you'll have an awesome healthy treat :D
Really? The focusing of intemt that i just described is exactly what magick is.

You can keep a cooler in your backpack, then when you get mad you can throw ice at your foes!!! Ice.Power. :)

"Energy" is a very vague term, and it is used because there is no specific term for the spiritual essences that are worked with within magical practice. They generally consist of a wide range of things from the electrical impulses within your nerves, the alteration of hormone levels as your body reacts to various experiences, etc. All of this is energy. Whenever anything changes state, that is a change of energy.
However, to cause something to become warmer/cooler requires that the molecules involved be agitated or slowed. This generally requires the application or removal of friction, a chemical reaction, or some other similar such action to cause to happen.
Ice becomes ice because water molecules are slowed down from a liquid form to a steam. It becomes water again because heat is transferred from its environment, causing its molecules to speed up a bit. Conversely, its environment cools slightly as the surrounding molecules are slowed within the heat exchange. A similar process occurs as water becomes gaseous, or steam. This is a change in the water's energy, certainly.
However, it should be noted that just because the vague term "energy" it means that just because you can will molecules to accelerate/decelerate through any sort of spiritual/magical energy. Doing so rather violates the rest of the rules you are depending on to prove that this is possible.
If you're going to go get all high and mighty with your basic understanding of physics involving such things I suggest you explore thermodynamics.
