if weather spells do work [it's debated] i would not recommend a beginner to cast them. it's a form of high magic, and high magic is far more dangerous than low magic, if you don't know what you're doing and it backfires badly. it's very dangerous for a beginner to be casting powerful magic.
also, you'd need to know how the particular magic works, weather spells in this case. you're not conjuring storms, you're moving weather patterns and this can cause terrible consequences. since you're from the dessert, it's suppose to be dry, too much rain can cause flooding, and the habitat could start to die. also, you've move the weather pattern away from one area, so let's say there's now a drought as a result. this isn't always a bad thing to cast certain spells [think of witch doctors doing rain dances in the dry seasons] you just need to be aware of what's happening.
as well, you need to know the climate, casting a spell for snow in the tropics will fail, or show up as rain. you can't make the weather change to be something it normally isn't for the region. on top of that, you need to know when you should cast. i love rain too, heck, i love snow, but casting a snow/rain spell whenever i feel like a snowy/rainy day will have really bad results. [though if it doesn't start snowing soon i'll have to take matters into my own hands lol just kidding]
your friend did give some great advice, one big reason why a spell will fail is if you're not concentrating, meditation can help you focus on the task at hand and not 5 or 6 other things as well. keep up with the meditation, but i'd not toy with nature. [my opinion anyway]
I'm not exactly seasoned and i've gotten that kind of spell to work,though i think part of it might be because the element i feel closest to is water,but this is the spell i use,http://www.spellsofmagic.com/spells/weather_spells/rain_storm_spells/4427/page.html ,i emagine that it is raining around me before i cast the spell,i try to get to where i can almost feel the rain falling on me,for me it doesn't rain right away,usually it rains late that night or in the mourning,good luck.

Most who claim that such spells work do not look at the weather forecast beforehand to see that rain is already coming.
To be frank, weather is the result of numerous influences from hundreds (if not thousands) of miles away. Even if it is possible to alter these influences to create a rain storm, keep in mind the fact that you created rain would potentially impact others hundreds of miles away. So it is not something to be done on a whim, even if it is possible. If you are capable, send rain to lands under a drought. Stop rain where flooding is happening. Stop global warming. Heh.
Most beginners don't have such power, but in some cases there's, especially if you are related to a witch or someone borrows power to give it to you in order for you to perform great magick powers, even when I started out I had power do to the fact I related to a witch dating back to salem in the 1400s-1600s, I think you may have some talents, perhaps it might have been a coincidence, I would suggest trying more spells to see if you have magick powers or talent.
Well I did happen to have will power and a strong belief and putting energie into it. No huge storms happened just normal rain (Light spinkleing). My last rain spell was in drought season two years agoe when I was introduced to it by my friend. She showed me how to do the one with tishue paper black yarn and a smily face that you hange by the window... only rained for a day which was good.
