Well really the law of three is used in wicca mostly but some choose to associate it with a law all magick practioners use and/or believe in. However this is not the case and the same goes for karma. Some people just dont believe in karma (I'm not saying that I do or don't, just keeping an opened mind) and that what you do will come back to you. Also, what you define as good or evil is all a matter of opinion, mainly a matter of your opinion.
well personally, i believe in karma, but not the threefold law. i have many experiences with this, and i truely believe that you give out, you are going to get back. but i do think you can use "black" magick only when you need it to defend yourself, like if someone is purposfully messing with your stuff and they wont stop it, and they know they shouldnt you can cast a spell so they know to stop it...
I dont believe in the "threefold" or however you want to say it. I do believe people can learn "black magick" as a defence and not for a purpose that doesn't need a spell.
I don't think a person has any right to say who does or does not deserve a spell of 'black magic'. It's not appropriate for a practitioner to say whose been good or bad. That's Santa's job.

However, if someone acts they must be prepared to face the consequences of their actions, good or bad.
it depends on the individual--personally i believe in the rule of 3, but there are those who harm out of greed jealousy or just plain malicious natured or wanting power with a don't f with me reputation-- most smart witches have a witch bottle to ward off and send back such attempts

The rule of three is not law. It does not always come back to you. What you are thinking of is the law of equal and opposite reaction, as in one of Newton's laws of motion.
This is not karmic retribution but the simple fact is that your every action will have consequences.
The modern concept of the three fold law as some sort of moral authority that will dictate the penalty for using "black magic" is a modern wiccan conception.

I see it this way.
Christianity had hell to scare people away from doing things that the faith decided was wrong, which is just about everything carnal. So we are all going to hell...if it worked like that.
Wiccans took the 3 times return as their "hell". What goes over the devil's back will come up under his belly, is what my grandmother used to say with a chuckle. I always wondered when I was younger...for witches that try to kill someone...why aren't they dead? Successful or not, shouldn't it have killed them?
Then of course you get the answer "well it hasn't come yet!"
Riiight. Well you all are free to your own beliefs but here is a little common sense for you to chew on.
My thoughts on the 3 return, what you reap you sow, and all the other little ditties is this. Magick is of the mind. What you focus on you create. Well then when you focus on karma and the law of 3 coming to get you, you've just casted on yourself.
Its the same principles as superstitions. How did they start? One man or woman said, don't do that, if you do it, this happens. Then it spread...belief spread...people did these things and then *gasp* feared them. Focused on them, on all the horrible things that awaited them. Those who saw the taboo act *gasp* feared for them and thought of all the horrible things that awaited that poor soul.
My family believed strongly in one solid sentence.
Becareful what you think or say because you can make it come true.
I was always yelled at as a child for saying harm would come to someone, even in play. It was taken very seriously.
Even to this day when I have a negetive thought, even out of worry, I quickly rush it out of my mind and replace it with a positive one. I was taught to do this. I suggest you do the same.
