Sounds to me like he is saying your (not) holy water ingredients is more for a stew or soup than it is for an actual holy water which as I have said before is blessed water. Not water boiled with added ingredients.
I know this is a few months old, but, Dion Fortune gives a procedure for making holy water in her book, Psychic Self Defense.
So while this recipe does sound more like soup, don't knock it till you try it seems to fit.
I believe we all are capable of making blessed water. I believe we all have the "gifts of the spirit" as it was put in the Bible and we all can do this. If someone is so hung up on it being blessed by a priest you can always get a free ministers license online. telling someone they can't make blessed water is like saying they can't do spells. Its the same thing really.
Consecrating water or other libations isn't limited to Catholicism, even if the concept of "Holy Water" brings it to mind. In a context completely separated from any religion, holy water is simply sacred water. I think people often times forget that different practices have more than one way to go about them as they can be part of different paths.
Holy Water is usually tap water that has been prayed over by a priest/pastor/ordained minister. You are able to make your own Holy Water with your own spin on it, as Malik has done, though it leans more on the witchcraft side of the spectrum as opposed to the catholic side. In Catholism, especially Roman Catholism, tradition is very important, especially hen it comes to such an important and vital tool. Differing from the original recipe for making Holy Water does not affect it's intent, it can even strengthen it because it is personal to you, but it is not the same thing as Holy Water that has been prayed over by a priest/pastor/ordained minister.
The difference is quite vague, but there is still a difference. Using this version becomes more powerful for you, but where it gains in that respective manner, it loses in the sense that if you were to use this recipe in Catholic rituals, you'd be doing them wrong because you're using the wrong tool.
I think you're getting too hung up on the name here. Holy Water is not solely a Catholic tool, nor was the original poster even talking about Catholicism.
There are many ways to go about making holy water. Using rose water, moon water, and so forth. It is not an exclusive trade marked thing only Cathoclics may do. You don't get to call dibsies in the name of your religion and god exclusively. Other people will go about it in a different way. Many pagans use it for protection, purification, blessing, cleaning of miasma, and so forth. Get hung up on the name all you want, it changes nothing. :)
