But on this article on psipog.net the guy said that they're different, and when he said he was in an out of body experience he didnt go to the astral plane or anything he said he could only fly to places like here on earth

It is still astral projecting... when experiencing such phenomenon you could travel wherever you are pulled or and if you already have a destination you go there. The lowest planes are closer to our own plane, and that is when people see themselves where their physical bodies lays.. but then again do not take my word for it since I am no good with definitions.
