The Sunny way site is by far one of the best out there and does have what you are looking for:

Well, in using Runes it is using the archetypal energy that the Rune represents. You are fitting into a particular pattern or type of energy.
Each rune has a number value, so that rune combinations acquire the sum of their values. The number value of each rune should ideally represent the qualities of the rune in some way in relation to the whole row. The row should be divisible into categories similar to the aetts of the elder Futhark. The Hebrew alphabet also has categories according to number values, ones, tens and hundreds, although this system usually enumerates according to the serial order.
You should also be able to create symmetries relating each rune to other runes, such as the first half of the row with the second half, using the middle rune as the pivot and balancing quality. Ideally you should be able to consider the row a progression, where one rune evolves or in some way leads to the next. Each rune should have a kind of mythology or symbol story behind it, reflecting the mythos of the row at large. It doesn't matter what that is as long as it makes sense and encompasses the meanings of all runes. It doesn't have to involve gods or demons, but a central theme holds the row together. If the runes reflect your own nature in some way, the theme lies in the interpretation of that nature in mythic terms.
For example, sanskrit letters are considered parts of the body of the goddess, vibrations representing her, as well as energies in Indian geography, petals on cakras, elements and qualities of the cosmos and self. Sanskrit doesn't rely on individual number values for its alpha-syllabic letters (between syllables and letters), and neither does Sumerian to my knowledge, for its syllables. However, the wisdom there is centered on the sound of the letters, not the image of the glyphs representing something. It's more feeling oriented than rows that rely of visual symbolism.
Each glyph, furthermore, should ideally be a condensation of a hieroglyphic type image representing the qualities of that letter. These are some suggestions to establish a highly cohesive energy of understanding around the row, to maximize its magical
The numeric values basically determine your rune order. I mean, if it is to be a rune row, it needs a specific order of runes, one after the other. Making a row very much enhances the magical potential of the symbols. All you need to do there is understand how they relate to each other. Another way is to get creative and just see if the order that feels right makes sense to you. It would help if the values don't transcend 13, unless you want to use a different sequence, such as prime numbers or multiples of something. But 13 runes makes symmetry difficult, since it is a prime number. You can, for example, choose a center rune like the coven with a leader and 12 members, which fits your ''dark'' rune motif. You can associate the runes with the zodiac and the 13th or center rune with the earth or other such arrangements. But it has to make sense and be meaningful for you.
Since they gave You good sources I will merely give few examples to illustrate runic magick :)
Write an laguz rune in red ink on small, flat, rounded stone. Pour water over it through a sieve and call for rain.
Inscribe Eihwaz rune on wax disk or thin tree chop, maybe even bark . On the other side of the disk inscribe thing/person , entity You wish to banish. Dip in some fire oil and toss into a fire.
Another form of magick is bindrune magick , used for making talsimans and sigils , than runic hand seals , or runic body postures.
Of course thay can be used for divination , but I believe Phoneix here covered that already .
it is the combonation of 2 or more different runes to make a spacific perpose, for example...algiz, combined with thuriaz, and wunjo, its a specil bind rune i crafted, algiz twill protect its user from harm, and thuriaz will "smite" those who wish harm agenst the user, and wunjo will bind them together to the casters will
There are more than one runic alaphabets, and personally I suggest finding the one you are the most comfortable with. I only started using runes recently, and I use the Elder Futhark, which just seemed to click, but I would suggest trying a few until you find the right one.
Runes can be used for divination, spellwork, amulets and charms, and occasionally in magical herbology. They have multiple uses.
I'm quite emused to see how different your oppinions on runic magic is. I'm sorry to say, that it is not as simple as it might sound. A thumbnote to all of you: Remember, that Odin hung nine nights in Yggdrassin before the vision came to him. Runic magic is very powerful, and very dangoures. So ask yourself: what sacrifice are you willing to take to gain the knowledge of the kunungr á Ásir?
- The true meaning of the runes were lost centuries ago when the christians enslaved the north. There are no surviving historical material, that should point out the true meaning of the runes, and therefore I do not belive in most of what the internet offers me on this matter.
As for me, I hope one day to be deemed worthy the true knowledge of the runes.
But keep in mind that runes are only as an enchantment, the true names of norse magic is sejdr and galdr.
Hope I helped a bit,
