Binding spell

I have seen this spell around for a long time, but I cannot work out how you would cast the circle, would that be with a bell being rang 3 times?

I don't think there is a Circle casting. Some people who work magic don't cast Circles (I only do it in dire circumstances). You could always cast the Circle beforehand, and then perform the spell.

Its a spell that I had been seeing around for months, but was really confused by it.

Didn't know if it had to be a Black magic circle or anything different to the normal circle casting.

With this spell being about bending someones will, would you cast the normal circle you would with general spells?

The purpose of the circle is to create a sacred and protected space. With this space, you can go about your work will little worry about something unwanted coming in to bother you. Usually.
