What about adding a suggested reading list for the covens? Those that are a particular coven's members could post book titles/authors that have something to say on that particular coven. In mine, Peter Carroll's chaos magick work has an imapct on time magick, which I have used with success. There could also be a separate list that is made by those on the council level and up. Access to both lists can be restricted to members only, like certain spells are. This way, the members can have some say in what's presented in the coven (aside from adding just spells), but the upper levels of the covens can give recommendations to ones that speak to them from their experience.

Also, it's better to have spells with a more formal background context to put them in to help link the spells and rituals together and spark creativity.
