Astral Plane Expectations

This is sort of hard to explain, but what is the astral plane like, how do people or other things behave there, are people helpful?, do they behave just how people do on earth?, say a random person saw something like a fairy they wouldn't be like WOW they'd just act casual about it?, How do people react to things like is there certain things that you'd say on earth that you wouldn't there?, Can you find out any answer to any question there and how do you know where to go to find the answer?
