I don't know about uses (I'm sure you'll think of something), but here's some info on making the potion/tea in the first place.

http://www.themarijuanaeffect.com/howtomakeweedtea.html

http://www.mahalo.com/how-to-brew-marijuana-tea/

Those are all slightly different recipes on what is essentially a cannabis tea. While I believe every link mentions it, I'll reiterate that straight cannabis tea brewed in water doesn't work well if your goal is to include THC (which I assume it does as this is what gets you high and is therefore frequently a key factor in the medicinal uses of cannabis) you will need to involve something like alcohol or butter during the brewing process. If you just boil water and pot you'll mostly end up with water-logged pot.

For added marijuana taste you can add the stems - they don't involve much THC and they are absolutely terrible to smoke, but boiling them in your tea will leech out that piney-skunky taste.... assuming you like that. If you dislike that taste or are using really cheap marijuana you may wish to skip that part.

You're right about THC activation. I assume that a cannabis potion would therefore need to be used very soon after creation, but I've heard of people successfully getting high from a marijuana tea so I'm confident it can be done.
