Magic doesn't work better in an "occult language" the best language to chant spells.with is the language you think in. (Even thought you technectaly think in images and connections) And elvish, do you know how many types of elvish it exist? I know of 5 elvish languages that are used in ONE game. And if you mean one special elvish, find another name for it, other vise you will be lost between all the languages

Do not confuse computerized elven language from the real. Fantasy games are fantasy games. But I do agree with the fact that a spell may work with what you feel comfortable in. If a spell is written in Latin the same outcome will happen if you say it in English or etc. A spell will only work if you believe it will work and if your emotions previously match what you are reciting in your spell, meaning if you recite a spell meant for healing do not be vengeful or have hatred, You must be calm and have pure INTENT.

You can certainly use a fictional language to recite your spells, so long as you understand the intent. For some, speaking spells and rituals in a language that is not their mother tongue can help grab the subconscious' attention (as well as languages and words holding the energy of the meanings they carry, if one is also to believe in that).

As far as Elvish spirits in religious and folkish lore go, you'll want to learn older Germanic languages, such as Old Norse or Old English (as Elves are Germanic in origin). My spirits and Gods seem to react more when I am speaking Icelandic and I'm also learning Old Icelandic - for me, speaking those languages raises more energy.

The site I use to learn other languages is called Memrise.com and it is user submitted (and peer reviewed) content. It has most languages, even dead and fictional ones; you'll just have to search for the specific languages you'll want.

If you speak Elvish it could personalize it to you, but it falls under the argument that spells should be in Latin. You need to understand what you're doing. If you can't focus and you keep stumbling over words the spell won't work.
