Question, Help Please.

When casting a spell, i.e. Banishing Spells that say you need a target's name or item, can I still perform the spell without the name and item of the target?

Yes you can. A method I use at times is a mental taglock. It can be the image of an individual if I do not know their name or it can even be a descriptor about the individual. In example, my noisy or disruptive neighbor. A petition can be made as well for such a descriptor if you do not have a name.
