your tail should appear on eat on the first day of winter.  At the end of the spell, just promise your BFF one thing, YOU MUST FACETIME HER AND SHOW HER YOUR ICEY COOL TAIL!!!

I am really confused but you cannot grow a tail.

You cannot become a mermaid. You cannot become Elsa from Frozen. Frozen is a cartoon. Real Magic is nothing like you saw in Frozen. Short answer, just no to all of this nonsense.

Frozen is just a movie, not real. So it is technically not possible to be a mermaid, if you want you can buy a mermaid tail at a store [fake tail] and pretend to be a mermaid.

None of these fantasy spells are real, that is why they're called fantasy spells.
